Victor Bennet (b. February 16, 1949) was a mortal businessman. He married Patty Halliwell and fathered Prue, Piper, and Phoebe Halliwell, divorcing her and leaving the family due to disagreements regarding their upbringing, moving to New York.

In late 1998, Victor returned to San Francisco, planning to take the Halliwell Book of Shadows from his daughters and undo their powers, giving them everyday lives, though he later changed his mind after seeing that they could take care of themselves. He attended Prue's funeral in 2001 and soon met the result of his ex-wife's affair with Sam Wilder, Paige Matthews, with whom he shared a civil relationship at least. He played a role in several critical supernatural situations, including the Ice Cream Truck, the cursed ghost town, and the Ultimate Battle. Also, he entered into a brief marriage with Doris.

Children:

• Prue Halliwell: His and Prue relationship was difficult because Prue was angry with her father for leaving the family after Patty's death, partly because of how Penny had told her that he was a threat to her and her sisters. His lack of responsibility angered Prue, who claimed that she would never drop all of her responsibilities or walk out on her family. When Piper tried to get Prue to sign a birthday card for him, she simply told her that she was not going to due to the lack of birthday cards she had received from him. Prue reluctantly met with Victor at P3 and had somewhat forgiven him after he saved her from the Nothing and told her the whole story of why he left them. She was happy when he said that his new job could have him based in San Francisco, meaning that he could have a more active role in the girls' lives. Prue refused to say goodbye, instead saying "See you soon, Dad".

• Phoebe Halliwell: Phoebe loved her dad so much however when her parents divorced and Victor moved to New York.

• Paige Matthews: He and Paige shared a civil relationship. Paige is Victor's unbiological daughter but Victor treated her as his own and cared about her even though she was Sam's daughter.

• Peyton Campbell: Peyton and Victor shared a close relationship even though she was not his biological child after her real dad was gone short of then Victor wanted to adopt Peyton and make her his legal daughter.

• Patty Halliwell: Patty was Victor's first wife and they were very young when they married after 1967 however they divorced because Patty had an affair with her whitelighter however unknown to him, she got pregnant from him also. After Patty's death, Victor and Penny were in an argument about how to raise Prue, Piper, and Phoebe eventually Victor left and let rise her children to Penny.
• Doris: He and Doris got married in Hawaii however their marriage was short until he and his daughters discover she was after Piper's baby's powers and was a demon actually. They vanquished Doris and Victor stayed single for many long time.
• Elise Rothman: Elise was Phoebe's boss in Bay Mirror when Victor visits her daughter's workplace, he met Elise and started liking her. Eventually, the two got married because they shared similar situations for example, they had short marriages
