Phoebe Halliwell (b. November 2, 1975) was a witch and Charmed One, daughter of Victor Bennet and Patty Halliwell, younger sister of Prue and Piper, and half-sister to Paige Matthews. She was raised, with her powers bound, with her elder sisters at Halliwell Manor by their grandmother following Patty's death and Victor's departure. Phoebe graduated from Baker High School but dropped out of San Francisco Community College to search for her father in New York following her grandmother's death.

Bankrupt and jobless, Phoebe returned to San Francisco after six months, moving back in with her sisters. There, she found the Halliwell Book of Shadows and unbound her and her sisters' powers. Unlike her sisters, Phoebe initially embraced her new identity as a witch, frequently using magic for her own personal gain. However, after Prue's death and the discovery of Paige, Phoebe is forced to become the middle sister and help mentor Paige. She also returned to college to study psychology and was hired to replace Karen Young as the advice columnist at The Bay Mirror, which earned Phoebe something of a celebrity status.

She had a controversial relationship with Cole Turner, which resulted in a marriage and divorce before his vanquish in an alternate reality. After a brief, failed marriage with Dex Lawson, Phoebe finally met and married Coop, who took her surname. The two had three daughters, the eldest of whom was named Prudence Johnna and Parker. She later authored a bestselling self-help book on finding love, which became the focus of her column.


Personality

Phoebe is carefree, impulsive, and passionate. Of all the sisters, she is the most excited and happy to be a witch and sees it as a new adventure that they will begin together.
At her best, Phoebe is less selfish and impulsive. She can channel her feelings and empathy for others to become a very successful newspaper writer. She is more responsible and driven toward her goals and enjoys helping her readers with their problems. She is more intuitive about their needs and focuses on their feelings to give them the best advice.
At her worst, Phoebe becomes brash and stubborn. She is concerned with her own gratification and wants to do the things that she enjoys, despite how that might affect others. She becomes inflexible and starts to get defensive and sensitive to the criticisms of others, believing that she knows best and is suitable. This can be seen in her later relationships and the need to have a child, as she starts to discount the feelings of others in her pursuit.
At the beginning of the series, Phoebe seems to be moving around a lot and hasn’t settled on what she wants to do. She clashes with Prue as Prue sees her as being irresponsible and doesn’t agree with her choices. Phoebe enjoys new experiences and has an optimistic attitude that everything will work out for the best. When the sisters discover they are witches, she embraces it as a new adventure and is excited at the possibility of being a witch. She doesn’t think of the dangerous side and is jealous that her siblings have more exciting and fun active powers compared to premonitions. However, as the series progresses she becomes more grounded and matures to see the positives of helping others with her gifts as well as the dangers that they will face from the underworld. She also becomes more grateful for her power of premonitions and later empathy and sees the power that they hold.

Phoebe is always seeking love and looking for relationships. In the early seasons, she bounces from date to date and isn’t committed to anyone in particular. When she meets Cole, she becomes smitten and finds him exciting and different from the other people she has met. She starts to genuinely love him and is devoted to him. When she finds out that he is Balthazor, she is very conflicted and, due to the pressure from those around her, begins to doubt the feelings she had for Cole and that he had for her. However, she secretly begins seeing him again as she feels it is the right thing for her to do, and she trusts his intentions. 
She hides this from her sisters as she doesn’t want to face their disappointment and the conflict that will arise based on her decision. Unfortunately, he becomes overpowered by the Source, and she has to let him go for the greater good, even though she cares deeply about him. She avoids much of her grief over losing Cole and instead jumps into work to distract herself from the negative feelings she feels. It takes her a long time to open herself up to the possibility of love as she fears being hurt again and doesn’t want to go through the pain that she went through with Cole.
Phoebe has a wing 6 as she is very fantastical and is more likely to see the bright side of most situations.

Active powers:

  • Premonition - The ability to see and experience events from the past, present, and future. This is Phoebe's primary Wiccan power.
    • Retro-Cognition: The ability to see hear & perceive past events in premonitions.
    • Clairvoyance: the ability to see hear and perceive present events.
    • Psychometry: the ability to perceive events of the past and future by touching an object that pertains to the event.
    • Intuition: The ability to sense when something is about to happen before it does. This allows her to sense and predict attacks.
    • Astral Premonition: The ability to receive visions of the future while simultaneously astral projecting into said future.
    • Psychic Connection: Phoebe can form a mental link to other beings as a byproduct of her premonitions. The first time this happened, Phoebe was able to see and feel whatever a Succubus experienced. The second time, she became emotionally and physically connected to another psychic, causing her to sustain his injuries. She used this ability to connect with Piper and enter her illusion while she was trapped in a coma.
    • Psychic Overload: The ability to overwhelm other beings by projecting premonitions directly into their brain. This manifests as electrical currents. Phoebe first learned about this power in an alternate future, where she used it to kill a man. After learning more about her powers and emotions, she was able to vanquish a demon by projecting all the innocents he killed into his mind.
    • Precognitive Dreaming, or Oneiromancy: is the ability to dream of the future.
    • Multi-Premonition: The ability to receive multiple premonitions in one vision.
    • Premonition Color (Yellow=Good/Blue=Bad): The ability to tell how your premonitions are by the colour of it.

  • Levitation - The ability to propel oneself into the air and hover. She can also extend her levitation power to levitate other people and objects when in physical contact with them. This is Phoebe's second power that she gained in season 3.
    • Levitation Enhanced Agility: As an extension of her levitation ability, Phoebe can increase her physical agility, allowing her to perform stunts and feats impossible for normal humans.
    • Levitation Enhanced Strength: the ability to be granted superhuman strength by enhancements of levitation.
    • Projective Levitation: the ability to project levitation onto others and move them.





  • Empathy - The ability to feel, sense, and understand other people's feelings and emotions. This is Phoebe's third power that she gained in season 6.
    • Empathic Channeling: the ability to copy others' powers by channelling their emotions.
    • Psychic Reflection: The ability to reflect emotions and/or memories back onto a person or onto another being. She gained this power in season 9.
    • Channelling: The ability to draw upon the powers of other beings, thus allowing the channeller to harness or exploit the activated powers of those they are channelling.
    • Empathic Deviation: Phoebe can deviate from attacks back at enemies by channelling their emotions.
    • Empathic Mimicry: The ability to channel and replicate the powers of other magical beings within close proximity.
    • Empathic Premonition: the power to see glimpses of the past and future of a person after feeling their emotions.

  • Expert Hand-to-Hand Combatant: To make up for initially only having passive power, Phoebe took classes in self-defence and taekwondo. She also trained with Cole for a short period. She eventually became the most effective hand-to-hand fighter out of all the five sisters.
  • Enhanced Agility: Defined as moving quickly and easily from one motion to another. She acquired this skill through intense combat training, later enhanced because of her levitation power.
Weaknesses
  • Imbalance: If Phoebe and her sisters are in conflict with each other, the Power of Three or Four will be undone, as well as their power. However, if the sisters reconcile, their capabilities will be restored. 
  • Mortality: Despite being a witch, Phoebe is still mortal and still has many of the same weaknesses as non-supernatural humans (e.g. age, decapitation, disease, heart failure, suffocation, snapped neck, etc.)
  • The Destruction of the Sisterhood: Despite the Power of Three being one of her greatest strengths, it is also a burden. Being a Charmed One, she and her sisters are susceptible to the cycle of the sisterhood's destruction, where one of Charmed One d,ies which happens with their eldest sister Prue dying hands of the Source of All Evil's assassin, Shax, and destroys the power of three.

Phoebe and her sisters were dead while her nephew Wyatt turned evil and turned her family home Halliwell Manor into a museum and Chris was left fighting with Wyatt along with her girlfriend Bianca.

Phoebe becomes ruler of the Underworld and killed accidentally her own sister, Peyton.
